23. Power to make regulations.- The Council may make regulations not inconsistent with this Act and the rules made thereunder, for- (a) regulating the meetings of the Council and the procedure for conducting business thereat; (b) specifying the terms and conditions of service of the employees appointed by the Council; (c) regulating the manner of holding any inquiry under this Act: Provided that the regulations made under clause (b) shall be made with the prior approval of the Central Government. | |||||
