87. Power to make rules as to grant, cancellation or suspension of certificates of competency.- The Central Government may make rules to carry out the provisions of this Part relating to certificates of competency, and may, by such rules,- (a) prescribe the manner in which the horse-power of the engines of ships may be calculated, and the methods by which such calculation may be made in respect of different types of engines; (b) provide for the conduct of the examination of persons desirous of obtaining certificates of competency for the grades falling under section 78; (c) prescribe the qualifications to be respectively required of persons desirous of obtaining certificates of competency for the grades falling under section 78; (d) fix the fees to be paid by applicants for examination; (e) prescribe the form of such certificates and the manner in which copies of certificates are to be kept and recorded; (f) prescribe the circumstance or cases in which certificates of competency may be cancelled or suspended. | ||||||
