19. Power to make rules in respect to matters in this Part.- (1) The Central Government may make rules to carry out the purposes of this Part.

(2) In particular, and without prejudice to the generality of the forgoing power, such rules may provide for all or any of the following matters, namely:-

(a) the term of office of embers of the Committee and the manner of filling casual vacancies in the Committee;

(b) powers of the Chairman of the Committee;

(c) the travelling and other allowances payable to members of the Committee;

(d) the appointment of officers and other employees of the Committee and the terms and conditions of their service;

(e) the custody and investment of the Fund;

(f) the execution of instruments and the mode of entering into contracts by or on behalf of the Committee and the proof of documents purporting to be executed, issued or signed by or on behalf of the Committee;

(g) any other matter which may be or is to be prescribed.
