13. The Pro-Vice-Chancellor. - (1) An annual meeting of the Court shall be held on a date to be fixed by the Executive Council unless some other date has been fixed by the Court in respect of any year.

(2) At an annual meeting of the Court, a report on the working of the University during the previous year, together with a statement of the receipts and expenditure, the balance-sheet as audited, and the financial estimates for the next year shall be presented.

(3) A copy of the statement of receipts and expenditure, the balance-sheet and the financial estimates referred to in clause (2), shall be sent to every Member of the Court at least seven days before the date of the annual meeting.

(4) Twelve Members of the Court shall form a quorum for a meeting of the Court.

(5) Special meetings of the Court may be convened by the Executive Council or the Vice-Chancellor or if there is no Vice-Chancellor, Pro-Vice-Chancellor or if there is no Pro-Vice-Chancellor, by the Registrar.

(6) The Court shall consist of the following members, namely:- Ex Officio Members: (i) the Vice-Chancellor; (ii) the Pro-Vice-Chancellor; (iii) the Deans of Shools of Studies; (iv) the Heads of teaching Departments who are not the Deans; (v) the Dean of students' Welfare; (vi) the Registrar; (vii) the Librarian; (viii) the Proctor; (ix) the Finance Officer. Representatives of Teachers: (x) All Professors who are not Heads of teaching Departments; (xi) Two Readers who are not Heads of teaching Departments, by rotation according to seniority, to be appointed by the Vice-Chancellor; (xii) Two Lecturers by rotation according to seniority, to be appointed by the Vice-Chancellor. Representatives of Non-Teaching Staff: (xiii) Two members of the non-teaching staff, one from among group 'D' Staff and the other from the rest, to be nominated by the Vice-Chancellor. Representatives of Institutions affiliated to the University: (xiv) One representative from the affiliated institutions who shall be the head of the institution, to be nominated by the Vice-Chancellor. Representatives of Parliament: (xv) Five representatives of Parliament out of which three to be nominated by the Speaker of the Lok Sabha and two by the Chairman of the Rajya Sabha from amongst the Members thereof. However, consequent upon a Member of Parliament becoming a Minister or Speaker or Deputy Speaker, of the Lok Sabha or Deputy Chairman of the Rajya Sabha, his/her nomination or election to the Court of the University shall be deemed to have been terminated. Persons representing Industry: (xvi) Eleven persons representing the Maritime Industries, to be nominated by Visitor out of which one each from,- Indian National Ship Owners' Association, Maritime Association of Ship Owners and Ship Managers Association, Foreign Owners Representatives and Ship Managers Association, Ship Building Industries, Dredging Industries, Offshore Industries, Unions representing Seamen, Association of Multimodal Transport Operators of India, Indian Register of Shipping, Major and Minor Ports; (xvii) Ten representatives of maritime States, out of which one each to be nominated by the States or Union territories. Other Members: (xviii) Members of the Executive Council, who are not authorised members of the Court.

(7) All members of the Court, other than the ex officio members, shall hold office for a term of three years: Provided that a Member of Parliament shall hold office for three years or so long as he continues to be a member of the House which he represents, whichever is less.
