5B. Use of Hindi in proceedings and orders.- Notwithstanding anything contained in these rules, the Tribunal in its discretion may permit the use of Hindi in its proceedings or may pass orders in Hindi, in such States as may be notified by the President3 in this behalf from time to time:

Provided that where the order is passed in Hindi it shall be accompanied by an authorized English translation thereof.
