84. REFUSAL TO FORWARD RFGISTRAR AN APPLICATION FOR NON-COMPLIANCE WITH TRE RULES. -(1) No application for registration shall be forwarded by the Registrar to the Central Government unless the requirements of rules 82 and 83 are complied with.
(2) Where the Registrar refuses to forward the application he shall inform the applicants in writing his reason therefor.
