42. ASSIGNABILITY AND TRANSMISSIBILITY OF CERTIFICATION TRADES. -A certification trade mark shall not be assignable or transmissible otherwise than with the consent of the Central Government, for which application shall be made in writing in the prescribed manner through the Registrar.
