10. Meetings and Quorum.- (1) The Board shall meet at New Delhi at such time as may be appointed in this behalf by the President. The President may, whenever he thinks fit, and shall within 15 days of the receipt of a requisition in writing from not less than two Trustees, call for a meeting of the Board. (1) Notice of not less than fifteen days in respect of a meeting of the Board shall be given to every trustee: Provided that when the President calls for a meeting for consideration of any matter which in his opinion is urgent at a notice shorter than fifteen days such shorter notice shall be deemed to be sufficient notice for the purpose of this rule. (2) The President shall preside over at every meeting of the Board and in his absence, the Trustees shall elect one of the Trustees present to preside the said meeting, the person so elected shall have all the powers of the President at such meeting. (3) No business shall be transacted at a meeting of the Board unless at least three Trustees are present of whom at least one shall be from among those nominated under clause (d) of sub-rule(1) of rule 6 of this rule. (4) If at any meeting a quorum is not present, the President shall adjourn the meeting to a date not later than 7 days from the date of original meeting, informing the Trustees of the time and place of adjourned meeting and it shall thereupon be lawful to dispose of the business at such adjourned meeting irrespective of the number of Trustees present thereat. (5) Every question considered at a meeting of the Board shall be decided by a majority of votes of the Trustees present and voting and in the event of an equality of votes and President shall exercise a second or casting vote. |
