*In respect of newspaper where the average number of copies printed per publishing day does not exceed 2,000, certificate by chartered accountant or a qualified auditor in the form prescribed above is not necessary. Such certificate is also not necessary in the case of educational institutions, charitable societies or associations which publish newspapers generally for the use of their members and not for sale.
