17. Appointment of clerical and other staff by Board. - The Board shall have power to appoint the necessary clerical and executive staff to carry out and supervise the activities financed from the Fund: Provided that if any appointment is not agreed to by the majority of the total number of members of Board, the appointment shall be made by the State Government: Provided further that the expenses of the staff thus appointed and other administrative expenses shall not exceed a prescribed percentage of the annual income of the Fund.
