Presiding Officer.- (1) The Chairperson or in his absence, he vice- Chairperson or in the absence of both, such other member present as is decided by the Council shall preside at every meeting of the council. (2) the Chairperson or the person presiding over a meeting shall have and exercise a second or a casting vote in all cases or equality of votes. |
