9. Conciliation proceedings in Public Utility Service. - (1) The conciliation Officer, on receipt of a notice of a strike or lock-out given under Rule 70 or Rule 71, shall forthwith arrange to interview both the employer and the workmen concerned with the dispute at such places and at such times as he may deem fit and shall endeavour to bring about a settlement of the dispute question. (2) Where the Conciliation Officer receives no notice of the strike or lockout under Rule 70 or rule 71, but he consider it necessary to intervene in the dispute, he may give formal intimation in writing to the parties concerned declaring his intention to commence conciliation proceedings with effect from such date as may be specified therein.
