19. Appeals to Chief Inspector.- Any person considering himself aggrieved by,- (a) an order made or purporting to be made by an Inspector in the exercise of any power conferred by or under this Act, or (b) a refusal of an Inspector to make any order or to issue any certificate which he is required or enabled by or under this Act to make or issue, may, within thirty days from the date on which such order or refusal is communicated to him, appeal against the order or refusal to the Chief Inspector. | ||||||
