60. Buoy to be carried. - (1) Every boat carrying explosives within the limits of a port shall carry on deck a buoy with a rope 27 meters length and 7.5 cms. Diameter, one end of the rope being attached to the buoy and the other end to the boat. The rope shall be attached to such part of the boat as is most clear of spars gear or other obstruction and at such point as is approved by the licensing authority under rule 59.

(2) The buoy shall be a drum-painted red measuring not less than 55 cm. in length and 35 cm. in diameter, properly strapped with an iron band in the middle and having a ring attached for securing the rope.
