54. Vessels not to lie alongside magazines, jetties, etc.- No vessel having any explosive on board shall lie alongside any vessel, floating magazine, quay, wharf, jetty land or landing stage except for the purposes of loading or unloading and then only during the time necessary for the actual loading or unloading of such vessel and shall proceed on its voyage without delay except such as may by unavoidable in consequence of tide or weather.
