3. Classification of explosives. - (1) For the purpose of these rules explosives shall be classified in the manner specified in Sch. 1.
(2) If any explosive falls "within the limits of more than one class as defined in Sch. I,” if shall be deemed to belong exclusively to the last in number of such classes.
