23. Power of State Government to make rules.- (1) The State Government may, by notification, make rules, not being a matter for which the rules are or required to be made by the Central Government, for carrying out the provisions of this Act. (2) Without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:- (i) the composition of the State Co-ordination Committees and other committees constituted by the State Government under sub-section (4) of section 13, the powers and functions thereof, the number of members and their terms and conditions of appointment and other matters connected therewith; (ii) the fees and allowances to be paid to the members of the committees constituted under sub-section (4) of section 13. (iii) any other matter which is required to be, or may be, prescribed. rule and every scheme made by the State Government under this Act shall be laid, as soon as may be after it is made, before the State Legislature.
