15. Amendment of section 18.-In section 18 of the principal Act,-- (i) in sub-section (2),-- (a) after clause (a), the following clause shall be inserted, namely:-- "(aa) the form and manner in which a declaration under sub-section (1) of section 4 shall be made;"; (b) after clause (i), the following clause shall be inserted, namely:-- "(ia) the procedure to be followed in compulsory registration of the citizens of India under sub-section (5) of section 14A;"; (ii) in sub-section (3), the following proviso shall be inserted, namely:-- "Provided that any rule made in respect of a matter specified in clause (ia) of sub-section (2) may provide that a breach thereof shall be punishable with imprisonment for a term which may extend to three months, or with fine which may extend to five thousand rupees, or with both.",
