13. Quorum. -No business shall be transacted at a meeting (whether it be an ordinary or emergency meeting) of an Advisory Committee or the Central Advisory Committee unless at least one-third of the total number of members of the Advisory Committee or the Central Advisory Committee, as the case may be, having the right to vote are present and at least one of the members so present is the Chairman or the Vice-Chairman: Provided that if at any meeting less than one-third of the total number of members are present the Chairman or in the absence of Chairman the Vice-Chairman may adjourn the meeting to a date not less than seven days from the date of the meeting, informing the members present and sending registered notice to the other members that he proposes to dispose of the business at the adjourned meeting irrespective of the quorum and it shall thereupon be lawful to dispose of the business at the adjourned meeting whether there is quorum or not.
