Convening the court and record of proceedings. —(1) The court may be convened and the proceedings of the court recorded in accordance with the form in Appendix III, with such variations as the circumstance of each case may require. (2) The officer convening the court shall appoint or detail the officers to form the court, and may also appoint or detail such officers as waiting members as he thinks expedient. Such officers should have held commission, for not less than one year, but, if any officers are available who have held commissions for not less than three years, they should be selected in preference as officers of less service. (3) The provost-marshal, an assistant provost marshal, or an officer who is prosecutor or witness for the prosecution shall not be appointed a member of the court, but subject to sub-rule (2), any other available officer may be appointed to sit.
