50. Inquiry by court as to amenability of accused and validity of charge. -(1) The court, when satisfied on the above matters, shall satisfy itself in respect of each charge about to be brought before them- (a) That it appears to be laid against a person subject to the Act and to the jurisdiction of the court, and (b) That each charge discloses an offence under the Act and is framed in accordance with these rules, and is so explicit as to enable the accused readily to understand what he has to answer. (2) The court, if not satisfied on the above matters, shall report its opinion as the convening authority and may adjourn for that purpose.
